RELIABLE PLANNING OF HINTERLAND-PORT FREIGHT NETWORK AGAINST TRANSFER DISRUPTION RISKS

Many previous cases have shown that port operations are susceptible to disruptive events. This paper proposes 2-stage Stochastic Programming (SP) for users reliably plan the hinterland-port intermodal freight network with consideration of risk aversion in cost. Probabilistic disruptions terminals considered as scenario-specific. In 1st stage, paths selected obtain proper capacities. 2nd cargo flows assigned each disruption scenario on planed network. The model is firstly formulated a risk-neutral environment achieve minimum expectation total Then, Mean-Risk (MR) framework adopted by incorporating measure tool called Conditional Value-at-Risk (CVaR) into model, so reduce cost worst-case scenarios. Benders’ Decomposition (BD) introduced efficiently solve exponential many problem. Some numerical experiments performed under different parameters. With this study, planners can decide capacities reasonable redundancies improve reliability cost-effective way. proposed method provides simple approach quantify their appetites and impose them planning process, hence trade-off Expected Cost (EC)
